On the last occasion, Panem released a very passively aggressive message announcing that the Districts were “Together As One”, obviously aimed at the rebellion which we began to see at the end of Catching Fire.
President Snow now wants those revolutionaries to know that the districts are unified, in fact they have never been so unified. However, he is interrupted mid-address with a very important message.
